Passport Photo Maker

Terms and conditions

Last updated September 20, 2026

These terms are the agreement between you and Passport Photo Maker (“we”, “us”) for using Passport Photo Maker (“the site”). By using the site you accept them. If you do not agree with them, please do not use the site.

1. What the site does

The site gives you a tool that crops and lays out a photo you supply so that it fits the published size rules for passport, visa and ID photos. The tool runs in your browser. It produces image and PDF files that you can print or upload yourself. We do not print photos, submit applications or deal with any authority on your behalf.

2. Not a government service

The site is privately run. It is not connected to, endorsed by or acting for any government, passport office, embassy, consulate or visa centre. The photo rules shown on the site are our summary of rules published by those bodies. We work to keep them accurate, but the official publication of the authority you apply to always comes first, and it can change without notice.

3. No guarantee of acceptance

Whether a photo is accepted is decided only by the authority you send it to. The tool checks things it can measure, such as the size of the head, the position of the eyes, how even the background is and the print resolution. It cannot judge everything an officer may look at, such as your expression, how recent the photo is, small shadows, or the quality of the print. A photo that passes every check in the tool can still be rejected, and we do not promise that it will be accepted.

The tool includes options that change the background of a photo. Some authorities, including the U.S. Department of State, tell applicants not to alter photos digitally. If you use those options, you do so at your own risk.

4. Your responsibilities

5. What you may not do

You may not use the site to make false or misleading identity documents, to process photos of people without their permission, to send unwanted email through the email option, or for anything unlawful. You may not try to break, overload, scrape in bulk or get around the limits of the site, or copy the tool to offer it as your own service. We may block access for anyone who does.

6. Ownership

Your photos remain yours. We claim no rights in them and, since they are processed on your device, we never hold them. The site itself, including its design, text and code, belongs to us or to the people who licensed it to us. Open-source parts keep their own licences, which are credited on the tool page.

7. Availability

We try to keep the site running but do not promise that it will always be available or free of faults. We may change, pause or remove features, including free ones, at any time.

8. Disclaimer and liability

The site is provided “as is”. To the fullest extent the law allows, we exclude all implied warranties, and we are not liable for indirect or consequential losses. That includes application fees, travel costs, missed appointments or delays that follow from a rejected photo. Since the site is free to use, our total liability to you for any claim is limited to the equivalent of USD 50.

Nothing in these terms excludes liability that cannot be excluded by law, such as liability for fraud, or for death or personal injury caused by negligence.

9. Governing law

These terms are governed by the laws of the place where we are established. If you are a consumer, you also keep the protection of the mandatory laws of the country you live in.

10. Changes to these terms

We may update these terms. The new version applies from the date shown at the top of this page. If you keep using the site after that date, you accept the new version.
